When do you go to DUO, Mijn Inburgering or the municipality?

Quick decision rule when in doubt
1. Question: is this about a file or guidance?
File and status rather point to Mijn Inburgering or DUO. Guidance and agreements are more likely to point to the municipality.
2. Then ask: should I do something or just understand something?
Actions such as planning, paying or confirming are often faster with DUO. Understanding how your process works locally is more often part of the municipality.
3. Finally, read the letter literally
The letter or portal often already mentions which counter expects the next step from you.
